They are just approaches. Lord Vishnu when he incarnates always prays to Shankar bhagwan. He did that both as Ram and Krishna
Directly or indirectly everyone prays to Lord Shankar. Since everyone wants peace. However he may gives peace. Rarely does he gives himself.
In mahayoga vigyan – it is said the first sign of Awakening of Shakti is love for Shankar bhagwan. It is rare.
